Study On The Convergence Of Urban And Rural Basic Endowment Insurance System

The Basic Pension Insurance System which based on HouseholdRegistration System will make a difference between urban residents and ruralresidents. This system will definitely play an important role in the beginning of theestablishing of Basic Pension Insurance System. But with the transformation of theindustrial structure, the intersected model of Pension Insurance System will result inthe enlargement of gap between the city and the countryside and also hinder thedevelopment of Pension Insurance System. The trend of Pension Insurance Systemdevelopment is to break the boundaries of urban and rural household registrationsystem and professional boundaries. Therefore, establishing a cohesion systemwithout the limited of occupation and household register is an important task ofperfecting the Basic Pension Insurance System. This thesis will do the research on thecohesion system of Basic Pension Insurance System which based on Shanghai.This paper analysis the necessity of the integation system of Basic PensionInsurance System based on the Public Goods Theory, Social equity theory and theintegration of urban and rural areas development theory according to Commonsecurity principle and Combination of equity and efficiency principle. Secondly, I’vedone research on the running condition of three basic endowment insurance systemsin Shanghai by sampling survey method and individual interview method. The resultsshow that: ⅠThe urban social insurance and new rural social pension insurance is running in good condition. The social Pension Insurance would need furtherdevelopment. ⅡMost of the investigator think that it’s necessary to make a link withthree basic Pension Insurance. Moreover, I’ve determined the main factors ofcohesion system by literature research method. By Logistic regression model andGradual eliminate method I noticed that the main factors that restrict the cohesionsystem of Basic Pension Insurance System is interior and exterior.In according to the analysis of running condition and restraining factor Ipresented the scheme as following: We should establish a transitional model-NationalPublic Pension Platform, which could link up three basic endowment insurancesSystem. We will test whether it’s a feasible alternative by the pension payment model,individual pay cost estimation and compensation measure. Finally, I will put forwardthe suggestion on how to perfect the scheme.The innovation of the paper lies in finding the factors within and outside thesystem by analyzing, which restricting the convergence of three basic endowmentinsurance system. On this basis,building a transition mode of Convergenceprogram-National Public Pension Platform in a new way of thinking, then testing themodel. Although, the Ministry of Human Resources and Social Security issued <AInterim Measure of Connecting Pension Insurance in Urban and rural> in the end ofNovember2012, which is an important step in integating the endowment insurance ofurban and rural. The aim of transition mode in this paper is providing a new thoughtto the next step development of <Interim Measure>.
