Study On Realizing Agricultural Modernization On The Basis Of Small-Scale Household Management

Accelerating agricultural modernization is an inevitable requirement in constructing well-off society comprehensively and an emphasis on the current and future period of rural reform and development. Along with the advancement of urbanization and the development of non-agricultural industries in rural areas of our country, the household contract responsibility system has exposed some defects, restricting the development of agricultural modernization to a certain extent, but in fact, on one hand, it associates with the special condition of too many people but little ground in our country, and on the other hand, it associates with underdeveloped non-farming industry, low standard urbanization, the unstable income of farmer’s non-farming, transferred ineffectively of surplus labor force of agricultural, according to our country’s condition:too many farmers, small scale, dispersive manage and special national condition, in order to implement agricultural modernization, we must base on the family manage. Accordingly, putting forward to the realization of agricultural modernization on the basis of the small-scale household management has an important practical significance.Firstly, this research elaborated the purpose and significance of the study, the domestic and international research trends, the paper put forward the goal and content of research, and briefly introduced the research methods and the possible innovation, and then put forward the basic theories.Subsequently, this paper constructed a theoretical framework in realization of agricultural modernization on the basis of small-scale household management. Firstly, it gave definitions of small-scale household management, modernization of agriculture and other related concepts, and then it put forward the mechanism on the organization form of agricultural production in realizing agricultural modernization, and finally, it analyzed on the dual influences of small-scale household management to agricultural modernization.Secondly, empirical analysis had carried on the comprehensive evaluation of agricultural modernization on the basis of small-scale household management in Hunan province. Through the comprehensive index method and the factor analysis method, it analyzed the total development level of agricultural modernization in Hunan province from1978to2010and the development level of agricultural modernization in each city state in2010. Subsequently, it analyzed the experience and enlightenment of the overseas to realize agricultural modernization on the basis of small-scale household management, mainly took Japan, South Korea and Taiwan region as an example.Finally, it proposed policy recommendations to the realization of agricultural modernization on the basis of small-scale household management in Hunan province. Through vigorously promote industrialization and urbanization, actively breed modern farmer, innovate organization form of agricultural production, increase the investment of science and technology, increase government’s agricultural devoted strength, accelerate agricultural industrialization development, and construct "the two types" agriculture to improve the international competition ability of agriculture.
