Our Country Civil Servants Pension System Research

The reform of the domestic pension insurance system in public officials sector has been an awkward problem for all levels of governments as well as the researching of scholars for many years. At present, China is under the pressure of the continually rising of the aged population as well as the vanishing tendency of demographic dividend, as a result, the benefits ’gap’ between public officials and employees of state owned corporations in their own pension insurance is becoming even larger due to the current ’dual-track’ pension insurance system. Therefore, in order to reduce the ’gap’, reforming the pension insurance system must be accomplished immediately. Thus, in this paper, analysis will base on the experiences of overseas countries’ successful reform of their pension insurance system, spot researching will be run by selecting some domestic regions, for the city of Xi’an especially, as the examples of carrying out the environment analysis of the current situation of the domestic pension insurance system and the advantages and disadvantages of the current system will be then presented; and base on it, the author is going to announce her own opinion which reforming needs to be domestic integrated, applicable and diversify.The first chapter is the introduction of rational background and structure of this research, some definitions, theories regarding on pension insurance system in public officials will be offered; some introductions on overseas’ reform and current situation of domestic pension system will be listed as well; following by the defining of the researching questions as well as researching methods of this paper;The Second chapter will firstly analysis the current situation and development tendency of the overseas countries’ pension system in public officials sectors, and then compare it with our countries’ situations and then find out the successful experiences which could be adopted by us; and following by introducing the current reforming in some regions of our country.The third chapter will be placing on the current reform in the city of Xi’an and using Xi’an as an example to testified if reforms carried out here is successful.The fourth chapter is going to analysis if there are some problems exist in the reform carried out in Xi’an, and analysis will be running one by one regarding on the problem existing in Xi’an, and then to testify whether the current pension system needs to be modified and if an integrated one is required.The fifth chapter will be launching a model which is carried out by the author base on the emphasis all above, and then approve the model by testify it in the respective of politics, economically and technology respectively.The last chapter:the conclusions.
