In modern times, the competition among enterprises comes down to the competition ofhuman resources. The planning of human resources refer to the prediction and planning ofallocation of the overall human resources in enterprises and the management policies throughthe analysis of the demands and challenges posed by future environment to enterprises. Themain task is to define the organizational structure, staffing and provide adequate guarantee ofhuman resources and mechanism to attain the strategic goal of the organizations. As parts ofthe comprehensive framework of human resources, enterprise strategies and managementstrategies of human resources are closely interrelated.Based on literature review and the investigation of Guangzhou Port Group, this thesisrationalizes and analyzes human resources through the introduction to the environment ofGuangzhou Port Group and the analysis of domestic macro-economic environment, thedevelopment trend of port, the development strategies for the group, general introduction tohuman resource management within the group, understanding of the production anddevelopment as well as relevant theories. Adopting the econometric model method, this thesisanalyzes the strategic goal of Guangzhou Port Group with descriptive method and tests thehuman demand of quality and quantity for human resources in the following five years. Onthe ground of which, it analyzes the human resources supplies circumstances and puts forwardthe practical supplies method. According to the supplies method, it also proposes the humanresources supplies plan of Guangzhou Port Group by taking into account the demandprediction of human resources.To put into practice the plan of human resources, management measures of humanresources of Guangzhou Port Group shall be further strengthened and relevant suggestionspertaining to management model, organizational structure, position management, employeesrecruitment, training management and outsourcing labor management have been proposed toattain the strategic goal of human resources. The thinking model of human resourcesmanagement shall be converted, institutional reform of human resources deepened and thetraining, selection and building of talents team strengthened so as to provide forceful humanresources support and insurance for the strategy implementation and operation developmentof the enterprise, enhance the performance management capacity, process a betterunderstanding of human resources management system and provide valuable references forthe improving the human resources management of the relevant port enterprises.
