The current development of maritime industry rapidly, a large number of the application of the advanced technology has fundamentally changed the port enterprise the operation mode of the traditional, port enterprises are also becoming a super large domestic enterprises. In order to adapt to the rapid development of era, the port enterprises have to constantly improve the overall quality of the staff members, establish training system to adapt to the enterprise actual situation. However, if the enterprise only stay in employee training this level is not enough, in order to understand the training effect is good or bad we must to effect assessment. But, because of lacking of a set of scientific and perfect training effect evaluation system, a port’s training effect evaluation is hard to begin.This article persists in contacting theory with practice, through to the domestic and foreign advanced training effect evaluation theory in-depth research and objective evaluation, for A port staff training effect evaluation of research work has laid A solid theoretical basis. Firstly, this paper describes the current situation of enterprise training management about A port. According to the survey of A port training work, analysis of the shortcomings of its existence, finally finds out ideas and strategies to solve these problems. According to the actual situation of A port, and read a lot of related references at home and abroad, this paper chose the kirkpatrick four level training effect evaluation model as the theoretical basis, and chose the evaluation process, evaluation index, safeguard mechanism as the theme of the evaluation, made A port staff training effect evaluation of the overall design train of thought. Secondly, analyzes the design of A port for the purpose of project management training, training programs, combined with the characteristics of A port training, innovative evaluation index system was set up a reasonable, scientific training effect, and gives the methods and the quantitative index data, finally, according to the research results, draw the final conclusion.
