Science and technology are the prime driving force of social development for the survivaland thrive of a nation in the world-wide competition of modernization, the progress of whichrelay on the thrust from the government by its scientific and technological policies. Under thethreat of financial collapse and severe challenge of the world’s scientific and technologicalleadership position, the Obama administration shifted its guideline on science and issued a newpackage of scientific policies, the implementation of which helped to stabilize its financialmarket to curb the looming prospect of great recession, putting the national economy back to itstrack, and added momentum to the scientific research of the U.S. Lessons have been drawn byAmerican politicians, and shall be drawn by the government and the scientific society of China,by analysis on these policies.In this paper, the author opens up by defining the concept of “scientific and technologicalpolicies” and the relevant issues, trying to justify the government interference on the policymaking process on science and technology and to illustrate the importance of making properpolicies on science and technology, followed by introducing the evolving history of Americanscientific and technological policies in brief. Then the author casts light on the scientific andtechnological policies of the Obama administration by comparing it with that of the Bushadministration in their differences and connections, in order to attain further understanding onthe Obama policies, and to make prediction on their prospect in practice. In the end, the authorpoints out the problems in the scientific and technological policies in China and in the scientificand technological policies of the Chinese government, and makes proposals on Chinesescientific making refined from the policy expedition of the U.S. government.
