With the process of surging urbanization, the increasing number "Urban Villages" contributes to emerging "Urban Villages" conflicts. Implementation of the "Urban Villages" upgrade and reconstruction is not only beneficial to urban city layout and to enhance the efficiency of land use as well as to elevate the city image, but also more conducive to improve citizens’living environment, promote social harmony and stability. In conclusion, the livelihood projects play a profound influence role for whole society.In this paper, selection of the Urban Villages project transformation mode and its approaches are analyzed from the perspective of risk management. Firstly, according to site investigation and survey, categories of Urban Villages project in De Zhou Economic Development Zone can be divided into three modes:government-oriented, market-oriented and village self-transformation. Secondly, comprehensive use of Analytic Hierarchy Process and Activity Based Classification, identification and evaluation of Urban Villages project risk factors pave the road for scientific selection of the appropriate transformation. Finally, on the basis of Ba Li Zhuang Urban Villages project case studies, classification and sort of risk factors; it reaches a conclusion of adopting village self-transformation. Through appropriate risk management, it successfully guided implementation of the project.We take Urban Villages project in Dezhou Economic Development Zone as the object of study, the project risk is identified and evaluated, and then we choose the best transformation mode. We can use the theory to guide practice, which is not only beneficial to ensuring and improving people’s livelihood but also to promoting social harmony and stability.
