With the process of the reforms in public institutions, the employee incentive mechanism of Water Resource Bureau, Heshan District, Yiyang will have a great influence on the overall reform of the institution, and the incentive mechanism creativity is imperative.2. The employee incentive mechanism must be based on the people-oriented principle and the combination of material incentive and spirit incentive, and it must make good use of payment incentive, promotion incentive, training incentive, spirit incentive and so on.3. As for the safeguard measures of new incentive mechanism, we must make an overall plan for the environment, procedures, challenges, evaluations, etc. under the new incentive mechanism.
