Through20years’experience of growth, China’s tourism industry has come to a relatively mature stage of development. On the positive side, tourism’s overall scale in tourism economy, the mining intensity of tourism resource and the consumption level of common visitors have made a lot of progress. But at the same time, with the improvement of people’s living standard, their demands gradually come to be diversified and layered. Therefore, simple tourism development model in the past is getting more and more difficult to meet the needs of the tourists and then can’t survive in the fierce market competition. Moreover, to achieve the complement of each other’s advantages through organic integration of tourism resources is considered to be the most effective solution.Without a doubt, the promotion and importance of tourism to local economy, from the current trend of tourism development, tourism resource integration understandably became the most effective method to meet increasingly demanding tourists. In brief, tourism resource integration means to integrate the tourism resource which has existed in original area but relatively dispersive into new tourism product. In the process of integration, problems like the struggle of economic interests between scenic spots, the conflict of management concept and the limitation of administrative division emerge in endlessly, which have seriously affected the schedule and quality of resource integration. Based on that analysis, government should play the leading role to guide, specify and supervise tourism resource integration of each scenic spots. The development of tourism itself can’t do without government’s help and guidance, and the vigorous development of tourism industry brings disregardful economic income for government as well as promotes popularity and reputation of the area. Therefore, government should increase tourism investment and value the development of tourism, especially problems of tourism resource integration at the new trend.In general, looking back the development history of tourism, the role of the government in tourism development can be generally reflected in three aspects:pioneer, standard and coordinator. That is the summarization of government’s importance in tourism from three macroscopic levels. In the process of tourism resource integration, what kind of role government will be, what kind of behavior government will act when meeting problems in the process of tourism resource integration and what kind of role government should be in the process of tourism resource integration? This paper will choose four spots’ joint application for building national5A scenic spot in Changsha as the breakthrough point, to research and analysis government’s function of Changsha in the process of the constructive process, to summarize problems and insufficiency in the process of tourism resource integration and government’s reaction and role aiming at that to improve the competitive ability of the city.
