In recent years, the biological characteristics that People as a natural is widespread concern, ecological theories and research methods are widely used in social sciences, more and more scholars and entrepreneurs concerned about human resources ecosystem. The face of increasingly fierce international competition of human resources, people begin to realize that, attracting and losing human resources are not only with their own management situations of the enterprises, but the limit factors of ecological environment in nation or region. What kind of ecological environment is more suitable for the growth and development of human resources, it is worthy of our in-depth study.Refering to the definition of ecological environment and the theories of ecology, This paper defines the concept of the human resources environment, obtains data through qualitative research methods, such as open-ended questionnaire, pre-test questionnaire and formal questionnaires, analysis and processes data using data coding and theme identification, exploratory factor analysis and confirmatory factor analysis, builds and verifies the evaluation model of human resources environment. Research findings indicate that, the evaluation model of regional human resources environment includes5level indicators and30secondary indicators,and5level indicators respectively are economic environment, living environment, cultural and education environment, policy environment and natural environment. This research expands the theories of human resources ecosystem to a certain extent, and provides a scientific basis and effective policy recommendations for improving the quality of human resources environment, developing appropriate strategy to attract, train and retain talent.
