Human resources has increasingly become a key factor for enterprise and corporate strategic objectives. No matter what type of company or enterprise, what size of groups, with all the resources in the human resources status will be in charge of the company or enterprise promote decline success or failure, especially the economic globalization. And establishing a scientific and reasonable performance evaluation system of human resources is particularly important.In this paper, taking M bank Dalian branch as empirical research object, by analyzing the M bank Dalian branch staff management present situation, it find out the problems existing in the human resources management and the reasons of problems. This lays the foundation for establishing performance evaluation system of human resources. Then, based on the classical literature at home and abroad appear more indicators as the basis, by means of M bank Dalian branch on-the-spot investigation, it elects index system including4criterion layer such as the ability to work, work attitude, job performance, personal basic situation and24indexes such as ability to communication, service attitude. Throughing the colinearity test, the indicators which reflect the same information are deleting. This is the first screening step. Throughing the coefficient of variation, the indicators with weaker resolving power are deleting.This is the second screening step. And the field research is carried out in Dalian Branchof M bank.. Combined with researching on M bank Dalian branch, it finally establish a set of index systems that contains four criteria layer such as work ability, work attitude, job performance, personal basic situation, and11indexes such as communication skills, service attitude. Further, it obtains subjective weight by G1and objective weight by entropy evaluation method. This lays the foundation for establishing performance evaluation system of human resources.It obtains the performance evaluation score of83employees in M bank Dalian branch through the construction of evaluation system. Combining with questionnaire survey on the spot, the performance evaluation results are divided into five levels:"excellent, good, average. poor, very poor",providing a bais for rewards and punishment, promotion, training, etc.
