Rural Water Infrastructure Financing Research Based On The Ppp Model

Water is the lifeblood of agriculture. Rural water conservancy infrastructure isdirectly related to the advantages and disadvantages of agricultural productioncondition, it is the material carriers of agricultural production and business activities,which restricts the development of rural economy, reflects the level of developmentof the rural economy in the region. In Yunnan, water resource is relatively sufficient,,but the availability of effective water resources are seriously insufficient, waterinfrastructure is weak, and the deployment of water resources are still relatively low.The province’s water resources development and utilization is only6.9percent, farbelow the national average, it is difficult to meet the needs of new socialistcountryside construction. To some extent, it restricts the improvement of thecomprehensive agricultural production capacity in Yunnan Province, which affectedthe steady and healthy development of the rural economy. So we must strengthen therural water conservancy infrastructure construction, alleviate the contradiction ofsupply and demand of agricultural production water.Rural water conservancy is the basis of agricultural production facilities, it caneffectively increase the irrigation area, it’s also the important safeguard to improvethe agricultural productivity level, and increase farmers’ income. Due to lack offunding in Yunnan, most of the existing rural water infrastructure is facing the stateof disrepair；Due to lack of effective organization, management and maintenance，alot of rural water conservancy facilities are currently in a state of neglect, resulting ina large number of facilities severely damaged；Because the public finance support isinsufficient, financing way is single, the credit channel is not smooth and subjectivereasons, so that it made the present rural water conservancy facilities into a sad plightof the investment and financing. Solve the problem of investment and financing ofrural water conservancy facilities, and explore the diverse and effective investmentand financing mode is the key to promote rapid and healthy development of the Yunnan rural water conservancy facilities.Traditional rural water conservancy infrastructure construction is often borne bygovernment departments, not only increased the government’s financial burden andfinancing risks, but also make rural water infrastructure construction exist supplythrows inadequacy, inefficient management of rural water conservancy infrastructure,it is difficult to meet rural demand, amounting to less than a well-run effect. Theusing of the PPP model and policies to attract investment to encourage private capital,construction and operation can resolve the current inadequate investment and thesupply of main missing. PPP model will help reduce the government’s financialpressure, and improve the supply of public goods. Through the operation of themarket, it can enhance the optimal allocation of social resources, it is also a moresocial way of construction financing. PPP model has an advantage of improving theoperational efficiency and service quality of the projects, it also can change the lowefficiency and slow reaction provided by the Government alone. At present，PPPmodel in urban infrastructure construction has achieved good results, a wealthyexperience can be learn from it, so introducing PPP model into the rural waterconservancy construction has great practical significance.In this paper, the supply of rural public products theory and investment theory asa guide, it analysed the present situation and problems of rural water conservancyfacilities in Yunnan Province, the lack of funds, a single channel of investment are thekey issues in the construction of rural water conservancy facilities. That the PPPmodel to Yunnan’s rural water conservancy facilities will be reality and feasibility,Yunnan ZeDa rural water conservancy construction professional farmers cooperativesuse PPP model to construct and operate the rural water conservancy facilities. It canmake Yunnan’s rural water conservancy facilities to form a virtuous circulation, andpromote the development of rural economy.
