Research On PPP Financing Mode Of Rural Water Conservancy Facilities

The construction of rural water infrastructure is indispensable to the rural economic development.Building and construction of water infrastructure are the great event to the country previewing.Since the founding of new China,the construction of water conservancy facilities has been put in the first place by the party and government.Chairman Mao had repeatedly visited the Yellow River and the Yangtze River,and lead the masses to carry out long-term,large-scale flood fighting.We have made great achievements of water conservancy construction in the world.The construction level of water conservancy infrastructure decides the advantages and disadvantages of the agricultural economic production environment,which further reflects the level of development of the rural economy.The expansion of irrigation area,the improvement of agricultural productivity and the increase of farmers' income in the rural areas depend on the construction of rural water infrastructure.However,the single mode of financing,shortage of financial supply and other reasons lead to the shortage of funds in building,extension and reconstruction of the rural water infrastructure.In order to promote the normal and orderly operation of the rural water conservancy infrastructure,the difficulties of investment and financing should be properly solved at present.Seeking multi-channel of the investment and financing model is the key to the development of rural water infrastructure.The research of this paper is carried out under this background.The construction of rural water conservancy infrastructure is mainly used to solved the shortage of water for irrigation,power generation and drinking.Because of the scarcity of water resources,the value of water resources will be more and more high in the future.The PPP financing model is applied to the construction of water conservancy infrastructure with universality and generality.Through the operation of the market mechanism,the rural water infrastructure of property rights and monetary value are unequivocal.Meanwhile,through the application of the principle of discount,the future investment income of the rural water conservancy infrastructure will be converted into the existing assets.It can effectively solve the problem of investment and providers in the construction of rural water conservancy infrastructure.Through active and effective market operation mode,the rational allocation of resources can be improved to achieve the purpose of saving water.In this paper,the background of rural water conservancy facilities in our country is analyzed in detail,in order to explain the significance of PPP financing mode in theapplication of rural water conservancy infrastructure;Then,through the analysis of the PPP model theory from the concept,principle of evaluation and contents of economic evaluation,we find that the PPP model is universal,preparing for the PPP financing framework of the follow-up cases;And then,through the analysis of property right and the theory of SWOT,we put the strategy of PPP financing for rural water conservancy facilities;This article selects the case of the construction of the upper reservoir in Majiang county of Guizhou Province.On the basis of the analysis of the geographical environment,we select the financing scheme for the construction of the upper reservoir in Majiang county,namely "BOT + land development,tap water factory established + farmers' participation".Through the analysis of the project background,project financing structure and project financing plan,the detailed analysis is carried out.It involves the open tender,concession period setting,the signing of the franchise contract,the measure of future investment income and the related preferential policies.PPP mode is applied to the construction of rural water conservancy facilities in Guizhou Province,providing a scheme to attract private capital to enter.Further,it promotes the economic development of Guizhou Province,improves the rural residents' daily life level and the reasonable allocation of social resources;Finally,this paper puts forward the conclusions and suggestions of financing to the application of PPP model of rural water conservancy facilities,such as transformation of government functions,the development of appropriate preferential policies and the establishment of relevant regulatory authorities,through the above measures to protect the rural water conservancy facilities in the application of PPP model to achieve the desired objectives.The application of PPP financing mode to the construction of the rural water conservancy infrastructure can expand the financing channels in Guizhou province.It provides a new program and perspective for the construction of water conservancy infrastructure in Guizhou province,reducing the financial burden on the government.Through the introduction of market mechanism,it improves the rational allocation of social resources.
