With the explosion of tourism, tourist industry has become a new economicgrowth point in many districts of China. Tourist attractions are more and more withthe booming development of tourism and the total area of the tourism land are largerand larger in the construction of attractions. Types of tourism land are complicated,involving state-owned land and collective-owned land; tourism land is mainlyexpropriated by governments; farmers can get only a little compensation and sufferbig losses of their rights and interests when their land is expropriated. Thedevelopment of tourism is a new opportunity for the development of rural areas inChina, but it also leads to a complicated conflict among these three different mainbodies: the state, the collective and famers during the transition process fromagricultural land to tourism land. How to develop tourism and tourism land rationallyunder the land property right in China and increase local famers’ income, which willbe a new research focus during the tourism development and an important way tosolve issues of “agriculture, rural areas and farmers” and to improve farmers’income.The thesis is consisted of seven chapters.Chapter Ⅰ is the introduction, covering the background of the topic in this thesis,significance and purpose of the research and relevant research results about landcirculation at home and abroad.Chapter Ⅱ is the analysis on the basic concepts and relevant theories about landcirculation in tourist districts, covering relevant definitions of basic concepts, whichprovide theoretical foundations and bases for famers’ land circulation during thedevelopment of tourism in combination with Location Theory, Marxist Ground RentTheory and Land Property Rights Theory.Chapter Ⅲ is the research on land use modes and land circulation during thedevelopment of tourism. There are different land use modes during the developmentof tourism. In this thesis, tourism development modes are classified in three basictypes according to the current land classification; each land use mode will be analyzed. Meanwhile, this thesis is to analyze three business patterns of rural landcirculation and land circulation pattern which are involved and used in tourismdevelopment. On that basis, the advantages and disadvantages are analyzed to certifythat the land circulation pattern will be beneficial for tourism development in ruralarea.ChapterⅣ is to reach a conclusion that farmers in tourist districts prefer takingpart in the development of tourism in the mode of circulation based on analysis onwishes for circulation of farmers in Puzhehei of Qiubei County. At the same time, inthe research on governments, collectives and farmers, for circulation of ruralcollective construction land, land circulation is immensely supported. Landcirculation in tourist districts is favorable to develop tourism and to increase famers’income. But because of imperfect policies, land circulation is still aground.Chapter Ⅴ is countermeasures and suggestions for land circulation in touristdistricts. In this chapter, the land circulation choice under business pattern of tourismdevelopment is summarized and it put forward some suggestions which includeconfirmation of property relations for rural collective land, establishment of legalstatus of circulation act for rural collective construction land and reasonableevaluation criteria of tourism land.
