Enterprise's safety management is hard to meet the growing security needs of individual, enterprise and society nowadays. Self-organization and he-organization are interaction in enterprise's safety production system, and the higher level sel-organization is, more better it performances. The domestic enterprise safety production are now operating under he-organized leading management mechanism that performance and efficiency at low level.This paper based on the self-organization theory of dissipative structure, and diagnosis enterprise's safety management performance from the angle of system entropy change. Finally, set up ordered degree model of enterprise's safety management organizations by theoretical guidance both principles of management and the dissipative structure theory.This paper argues enterprise production system of the dissipative structure characteristics, including four respects of the system open, far-from-equilibrium state, nonlinear structure and fluctuation and bifurcation. And put forward enterprise safe production system from disorder to orderly development train of thought.In the section of enterprise's safety production management, from internal and external environment angle to analysis entropy, including positive entropy and negative entropy, and establish the system entropy change model.In the section of ordered degree model of enterprise's safety management organizations, based on organize information structure, decision-making structure and the incentive structure for the parameters to set up enterprise's safety management organized degrees model.In the end, two examples were demonstrated .Sample enterprise representatives industry safety management organized degrees are low.
