The first one is the chaos in management body, and the division of labor is also not clear; the second one is the unsound of administration system of the quality&safety for aquatic products. Existing administration system have some issues in implementing, such as imperfecting in implementing and supervising, development imbalance between enterprise and enterprise, between upstream and downstream.At the base of the management situation for quality&safety of aquatic products in Rongcheng City, there are many problems are put forward in quality standards, testing technology, information service and market supervising, et al. In market supervising, more than one departments, whose functions in some aspects are cross, supervise aquatic products, so their powers are divided and their responsibilities are not clear. The main reasons resulted in these issues above are that the development of fishery in Rongcheng City is later, and all kinds of system are unsound, and economic strength is not strong, and technological level is low.To ensure the quality&safety of aquatic products in Rongcheng City, the construction of quality&safety administer system of aquatic products must be strengthened, and corresponding supporting measures must be perfected. The construction of this system includes the construction of quality standards, quality control technologies, quality information service and quality supervising. Corresponding supporting measures include rationalization of the division of labor in government departments, supervision of normalization in industry organizations and society, legalization of supervising procedure and scientization of management means.
