As the economy continues to develop, the traditional household contract responsibility system is unable to meet the development of China’s rural economy; the modest scale of agricultural land has increasingly becoming the inevitable trend of rural development. One of effective measures to promote the appropriate scale of agricultural land is the implementation of the land transferring. Recently, many scholars begin to pay attention to the issue of land transferring, but most of them focus on the developed areas, less attention is paid to the developing areas like central and western areas. In fact, in developing areas, the agricultural is in a trap of "high-cost, high risk and low productivity, low competitiveness, low income," and the plight of abandoned agricultural land is also more prominent in recent years, this brings waste of land resources and agricultural production crisis. So it is very important and urgent to study the land transferring problem in developing areas.This study selected the Suzhou City of Anhui Province to represent the developing areas, we want to find the problems and constraints of land transferring in Suzhou through field research. Our study will give some advice on the development of land transferring in other developing areas.Firstly, this paper analyzes the current status and the constraints of land transferring in Suzhou based on the field survey data. The results find that:At present, the land transferring in Suzhou is very low, land transferring takes place mainly within the group in the village and the economic reasons are the main reason for land transferring. Meanwhile, the inadequate non-farm employment opportunities, unstable non-farm employment opportunities and unclear defined land property rights are the main constraints of the land transferring development in Suzhou.Secondly, using Logit model, we carries an analysis on the impact factors of Suzhou land transferring willing. The results are as follows:the proportion of family labor, the share of farm income,the total area of cultivated land, the number of family plots and the family to participate in the proportion of new rural cooperative medical care are the important factors influencing the land transferring willing, among which the share of farm income and the proportion of family labor are the top two factors.Finally, according to the findings of this research, this paper proposed the establishment of social security system in rural areas, fostering the rural land intermediary organizations, improving the comparative benefits of agriculture, enhancing the rural land property rights and speeding up the promotion of rural surplus labor to promote the land transferring of Suzhou.
