Since1988, our constitutional amendment firstly allow land transferring, during the twenty years, the size and speed of China’s transferring rural land have increased, specifically, there are following characteristics: Firstly, rural land is transferred from disorder to order,the management is gradually strengthened, but its standardization is still low; Secondly,the way of transferring is gradually showing varieties, however, in actual operation the way is still simple; Thirdly, the scale of the transferring land is too small, but showing a growing trend; Fourthly, rural land transferring is imbalance in regional development, the difference between the east and west is visible. Overall, China’s rural land transferring is still in transition, there are still many problems in the transferring process,such as the farmers lack of participating enthusiasm for worrying about something, the relevant laws and regulations are not perfect, the property rights of land is not enough clarity, and the social services of land transferring is weak, etc.These limiting factors affect the rural land transferring reasonably and effectively.Suburban rural areas is a special place, compared with remote rural areas,it is closer to the city,so it has the geographical location advantages.It is more convenient to migrant for farmers, and the farmers’dependent on the land is more light, on the other hand,it is easier for the persons in the city to have a part of the rural land to experience the fun of harvesting. The short distance away from the city make the people could go and view their own agricultural land in a short time, and this part of the persons generally do not choose the remote rural areas to lease a piece of land.This provides a part of groups who have the special needs, so the suburban rural should be treated differently. Suburban land is transferred rationally would have positive effect, it would solve the wasting problem of the land, improve the rural land utilization and agricultural production efficiency, and thus accelerate the rural economic development. On the other hand, it could provide the necessary land for the cities’people. So it is benefit for both the farmers and the city people. Therefore, to promote the suburban land transferring rationally is necessary for economic development, it has the urgency and necessity.However, there are still many problems in the land transferring process. Such as the policy advocating is not enough, the lack of service facilities, land transferring market system is imperfect and other issues. To solve these problems, we should innovate the land transferring ways,improve the service system, establish and improve the land transferring market, and so on. In order to further promote the land transferring more rationally, then make the land transferring develops sustainably on the basis of ecological civilization.In order to promote the land transfer process, North house carried out a series of activities, such as the activity named "I have a piece of land in Beizhai".This activity increases the farmers’ land income, making the structure of agricultural income from the single farming income to employment income, land rent income, and so on.It forms a diverse, stable and sustainable income mechanism. In addition, Beizhai sets up a service center for land transferring, it is responsible for guiding, coordinating and managing the land transferring process, registering the land transferring information, and providing policy consulting and other services. Beizhai has some achievement in the innovative transferring ways,and makes a model for some other countries’land transferring. These experiences are worth learning.Of course, Beizhai also do not completely get rid of the common problems of suburban rural land transferring,such as the policy advocacy is not enough, the lack of facilities, land transferring market is imperfect, and so on.These problems not only exist in Beizhai, but also in the other suburban areas. Take Beizhai for example, thinking about the solution of these problems, could provide reference for improving these common problems. Specifically, we should do the following things:Firstly, we should eliminating the concerns of farmers through advocacy, communication, and other work, to mobilize the farmers’land transferring enthusiasm; secondly, we should complete the matching service system, including infrastructure, finance and credit service system, and so on; Thirdly, we should establish a sound land transferring market, not only to improve the relevant laws and policies, clear the rules to provide legal support for improving the land transferring market, but also to gradually explore and improve the physical market for the land transferring, establish land transferring service centers and improve its services, and so on..
