| Under the conditions of China’s large population and inadequate land area,intensive utilization of land has become a natural trend and inevitable requirement ofChina’s future land exploitation. This thesis, based upon studies on intensive landutilization in China and abroad, defined, and reviewed relevant theories on theintensive land utilization. Then the status quo of intensive utilization of constructionland in Shaoyang City proper and the counties under the administration of ShaoyangCity, and the intensive utilization of construction land linked to land use categorieswere assessed on the basis of the data of the land utilization of Shaoyang City through2000to2009. At the same time, the problems with and reasons for intensiveutilization of construction land were analyzed in this thesis. The problems withintensive utilization of construction land are extensive land utilization, the irrationalland structure, the wasteful use of industrial land, the low intensive utilization level,the striking regional difference, and the large size of the land rural residents taking upfor residence. Those problems are attributable to a number of reasons: first,inadequacies of the policies concerning land use cause the difficulties in conductingland management; secondly, the failure of the land market distorts the value of land;thirdly, the failure of government administration retards the competition of efficientland use; fourth, the unsatisfactory regional economy adds to the severity of theimbalance of the economy in the region; fifth, the pace of industrialization is ratherslow, particularly the development of the secondary industry; sixth, the reasons forillegal use of land are so complicated that it is very difficult for the government todeal with properly; seventh; farmers take up two piece of land for residence, whichcauses great difficulties for planning the land use in the countryside; and lastly,farmers have a very strong attachment to the native land, and have wasteful use ofland. The paper examined the experiences of intensive land utilization in foreigncountries, such as the USA, Japan, Singapore, and Chinese areas, such as Tianjn City,Qingdao City, and Hangzhou City, and derived the lessons and guidance for intensiveconstruction land use in Shaoyang City. Finally, this thesis come up with measuresand proposals for intensive construction land utilization in Shaoyang, includingstrengthening planning on land use, promoting the allocation of land resourcesthrough the market, improving regulating mechanism of the economy for land use, setting up the guiding mechanism through planning, establishing sound managementsystem for land use, strengthening the management of the land use of rural residents,and instituting technical standards for intensive land utilization, and other policiesand measures. |
