Along with the continuous development of economy and knowledge, human resources have become one of the important resources of the enterprises’continuous development. Executive knowledge workers have both the capability of knowledge workers and the quality of the managers. Executive knowledge worker is one of the most important human resources. They are the important creator of business value and the key factor to maintain and enhance the competitiveness of enterprises. The value assessment of executive knowledge workers is related to the improving of the enterprises’incentive system and salary system. A scientific and effective value assessment also has important implications on the cost management of human resources. How to carry out scientific evaluation and management against their characteristics is a practical problem that modern enterprises need further research. It is also an important topic in the field of human resource management.In view of this, starting from the characteristics, value characteristics and influencing factors of executive knowledge workers, according to the human resources value assessment theories, this paper establishes a value assessment system which is suitable to executive knowledge workers in China’s enterprises. We hope this method can assess the value of executive knowledge workers scientificly and accurateiy. And it will have strong practical significance for promoting the value of enterprise capital and enhancing the competitiveness of enterprises.Based on the relevant theory, the chareacteristics of executive knowledge workers, and the influencing factors of worker value, this paper constructs a value assessment index system of executive knowledge workers from knowledge competency, management capability and output factors by using the methods of system approach, a combination of normative analysis and empirical analysis, a combination of quantitative analysis and qualitative analysis. Meanwhile, analysis of hierarchy process and fuzzy comprehensive evaluation method are pulled into the system. The evaluation objects are effectively evaluated using the index system bulit before through the empirical. We find that there still has great upgrade space for Chinese executive knowledge workers. The validity of the model is verified.The multi-level fuzzy comprehensive evaluation model for the value assessment of executive knowledge workers in enterprises bulit in this paper can make up for deficiencies that exist in the previous evaluation system to some extent. It can provide the basis for enterprises to evaluate the value of executive knowledge workers scientifically and legitimately. It can also provide some decision support for enterprises to determine reasonable salary and incentive effect model of executive knowledge workers.
