In recent years, after the baptism of reform, reorganization, China’s telecom industry formed the effective pattern of telecommunications competition. More and more of China telecom operating companies realize the formulation and implementation of effective strategic planning is the key that the enterprise acquire sustained competitive advantage, and how to establish a scientific strategic assessment view and evaluation method of China telecom operating companies, to promote the strategic assessment level, make enterprise strategy better guide enterprise development will be crucial. China Telecom operators only through complete and scientific performance evaluation system, to scientifically evaluate the level of strategy formulation and the degree of implement, which strengthens the enterprise strategic executive ability.Based on analyzing of the theory of performance evaluation research, this paper focuses on a comprehensive analysis of the original performance appraisal system to current employees in the Changde branch of China Telecom, and points out several existing problems in the process of the employees performance evaluation, and raises the sound proposals to improve this system.The original performance appraisal system in the implementation process has the following problems:narrow coverage of the appraisees; set up unreasonable performance goals; unscientific means of performance evaluation; a deviation reflected in the evaluation results; insufficient in communications and feedbacks; improper use of evaluation results.According to the problems existing in the implementation process, this paper puts forward improvement proposals, which particularly concentrated on establishing a hierarchical classification of the performance appraisal system and aiming to achieve the personalized evaluation for individual employees. The improved proposal on appraisal system includes these specific contents:clearly defined job levels and categories for employees; to set up reasonable performance goals; to determine scientific valuation means; to accurately examine the evaluation results and to utilize evaluation results properly.In view of the related difficulties and obstacles, this paper comes up with solutions, such as to form an advanced company culture; to train and monitor the appraisers; to build up a mutual communication system. Those actions are aiming to ensure the improved appraisal system to be conducted smoothly and efficiently.Finally, this thesis conclusions that core purpose of performance evaluation is to ensure enterprise managers and employees at all levels around the corporate strategy and management target, work hard, and so is a common responsibility of the staff.
