Along with the rapid growth of Chinese economy, the development of domestic power grid has progressed into a new stage in which the interconnection of great power grid, the intelligent power grid, and a larger range of electric power resource configuration are required. The traditional management mode of substation running could no longer meet the needs of developing intelligent power grid. A new power network operation management mode has to be set up. In recent years, under the overall guideline of the State Grid Corporation, Municipal power grid enterprises in each city should not only make technological breakthroughs, but also implement the transformation of internal organization and management. Therefore, it has become the prior issue to build up new management mode of local power grid which could adapt to the development of intelligent grid.This paper was based on the theory of organizational change and technological innovation, by analyzing domestic power operation and management modes, aiming at the research on how to optimize the traditional grid operation mode in Hangzhou, designing the implementation of the"control integration&secondary professional integration" operation management mode. It is believed that under effective support of technological system, the goal to promote process recycling and "zero transmission" could finally be realized with the implementation of the new operation management mode through the improvement of power grid operation and management level, accelerating the handling process of emergency, saving human resources, and reducing response time. At last, the paper assessed the further development of the overall operation mode in Hangzhou. All in all, new grid operation management mode will definitely take effect providing strong basis for the construction of the five large operating systems in the State Grid of China, and bring economic and social benefits to the power grid sector in Hangzhou.
