Subject to the constraints of the Chinese culture or historical experience, China’s human resources management is often positioned as personnel management in the traditional enterprise. Being the company’s business development and growth, AP company is in the transition phase of the personnel management to human resource management, A behindhand human resource management work is the shackles during the AP company’s development now. In particular, there are many problems links in recruitment and need an improvement in urgent.This thesis analysed the status quo of the recruitment of AP company firstly, analysed the consequences caused by the poor recruitment and the reasons caused by the improper recruitment. Then through the analysis of the position’s responsibilities of AP company’s core personnel, pulled out the "competence" corresponding to the positions, and establish competency database for corporate recruitment; The value of this model is that can go beyond focusing on the recruiting philosophy of traditional hardware on the candidates, such as qualifications, professional qualifications, vocational skills and past work performance, selecting person with ability who meets enterprise development needs and is qualified for the duty of the post, concerning the candidate from his/her professionalism, the degree of matching of the position, the competence of the job, the fit degree of the corporate culture or team personality. Core personnel of AP company’s recruitment is taken as the example in the article, and illuminate that the theory of competence as the the scientific method of recruitment can be implemented. This paper then put forward effective recruitment strategies and associated implementation plan based on the competence theory. Finally, put forward the effective implementation of safeguards. The article build up procedure for the recruitment of AP company, attempt to give a operating mode to similar enterprises in the recruitment operation with a certain reference value.
