In recent years, as the innovation of technologies emerge constantly, the global communications industry has entered a boom period, which is a new fusion, huge revolution and great transition period of development. In China, as a national strategic new industry, the new generation information technologies represented by the next generation communication network, cloud computing and the Internet of things are becoming an important driving force for the next round of economic development. Omnipresent, intelligent broadband network lays a solid foundation for the vigorous development and continuous innovation of internet and provides favorable conditions for the transition of the communication industry. The communication industry will be further extended to information services, promote the fusion of informationization and industrialization deeply, drive the upgrading of traditional industry, develop the public information service, and deepen the application of the information and communication technology in the various industries.In order to adapt to the rapid change of traditional industry chain, to seize the market opportunities and lead the industry development direction, the operators carried out a strategic adjustment and transformation. In2006. Alcatel and Lucent, two big giants in the worldwide communications industry completed globally-watched merger. As the second largest global communications equipment supplier after merged. Alcatel-Lucent has an urge to find way out of the growing pain in the early days during integration, keep and develop the original advantages of both sides. It is necessary to go through some targeted team building and incentive plan. which can help the company conform to the trend of industrial development and play a greater role and show the power in the industry.Firstly, this paper elaborated the current development status of communication industry and characteristics of the communication engineering project and then reviewed the theory of team building and incentive systematically. At last, according to the theories above and base on the author’s several years work experience in the company, it tried to work out some constructive strategies and solution to the existing problems in team building and incentives through expert interviews and questionnaire etc.I hope this study could provide some reference value to the research of the team building and incentives, especially to the teams under rapid change of environment and going through the integration. And it will be revised and optimized constantly during the practice in future work.
