Since the reform and opening up, Chinese economy has made rapid development,which also brings about some problems. Plenty of serious problems exist because ofthe excessive use of river and a large mount of sewage discharge. For example, theriver water quality drops badly, the surrounding landscape is also affected, and thehuman environment is destroyed serious. Therefore, the provinces have introduced therelevant policies to strengthen the landscape project construction, and ZL riverlandscape construction project is one of the important projects. However, the need ofthe human resource allocation request higher due to the large capital investment, wideinvolving range and numerous people in the river landscape project. As humanresources have become the first resources today, we need to configure the mostsuitable talents for every post in the work of human resources allocation, so as tomaximize play the staff’s talents and complete the river landscape projects effectively.This paper combines theories and methods of allocation of human resources andZL river landscape construction projects, carried out systematic study on theallocation of human resources management combined from the following aspects:Firstly, briefly introduce the ZL river landscape project and in-depth analysis theallocation of human resources in the implementation and it’s current situation andproblems. Studies have shown that project managers has made a major effort in theallocation of human resources, but there are still some problems such as lowereducational level of project members, the lack of professional and technical personnel,heavy workload, the terms of reference are not clear.Then, closely combined with the actual ZL river landscape construction projects,in-depth analysis on the needs of the allocation of human resources of this project,soto provide basis for the formulation of the optimization strategy.Finally, combined with the demand on the allocation of human resources and the problems of the human resource allocation project, and proposes optimization strategyand discusses the safeguards of the optimization strategy so as to strengthen projecthuman resource management and achieve the smooth completion of the project andget good economic and social benefits.The human resource optimization configuration mode designed in this paper hasa greater advantage on stabilize the existing staff, develop outstanding talents andscalability. It has the ability to adjust the allocation of human resources at any time toprovide rational and effective human resources support. Therefore, this study can notonly provide scientific guidance for the project of ZL river landscape construction andmanagement, but also to provide scientific reference for similar projects in humanresources management research.
