The competition between modern enterprises is the talent competition. To establish the competitive advantage of enterprises, the key lies in how to establish an effective mechanism of human resource management. For the electronic industry of the company, the innovation of science and technology directly affects the success or failure of the enterprise. Technology project management plays an important role in the success or failure of innovative research project, and the human resources management is an important part of the technology project management. It becomes a problem in front of the growth and development of enterprise that how to do well the human resource management of technology project, give full play to the subjective initiative of utmost and improve enterprise technology innovation ability and market competitiveness.This paper expounds the concept and connotation of projects’ human resource management, compares the difference and connection between the project human resource management and human resource management and analyzes the characteristics of technology project human resource management. This thesis is based on several key links of human resource management in the Project X of J company Central Research Institute, analyses the problems of the existing technology project management organization planning, establishment of the project team, project team performance management and achievement motivation. And it puts forward improvement measures and suggestions on the implementation of technology project according to project management theory and practice. First, the project planning and organization for technology projects is according to their own characteristics and mission objectives, and the project manager selection should follow “the greatest impact on the success of the project’s role as project manager”. Second, technology project must build itself into a learning organization for systematic training, which is in order to achieve continuous innovation and meet the need of the development of the knowledge worker. The third, through performance management and achievement motivation, the work behavior of project members is guided; the contribution of various talents evaluation stage performance is fair and reasonable; team cohesion and creativity is maintained.The focus of this research is mainly from the practice of J company project. The results can provide reliable basis and effective guidance to improve the project human resource management system of technology enterprises.
