Empirical Research In Sustainable New Rural Development Of Qingdao

In2005, the Fifth Plenary Conference of Sixteenth Central Committeeof the CPC in the《Development Plan Outline for Eleventh-five》broughtforward to promote steadily and safely the socialist new ruralconstruction according to the requirements of＂ the development ofproduction, affluent life, civilization, clean and tidy village anddemocratic management "．It pointed that we should promote comprehensive,coordinated and sustainable development of the new socialist countrysidewith sustainable development as the actions and purpose of building a newsocialist countryside. As the major initiatives for our country toimplement the scientific concept of development, the construction of newsocialist countryside construction has great significance for ensuringthe smooth conduct of China’s modernization, building a moderatelyprosperous society and building a harmonious society. It also hasimportant practical significance for the realization of farmers’ income,agricultural development and rural prosperity, but also is an importantmeans of resolving the "Three Rural Issues" at this stage.Since theconstruction of new socialist countryside has been put forward, thelocalities have actively carried out a series of practice for buildinga new countryside and achieved some success. However, in many areas therehave been some signs of unsustainable development, such as the waste ofresources, serious environmental pollution and other unsustainabledevelopment phenomenon. It is our current urgent to promote new socialistcountryside construction of the period of12th Five-Year on the basis of"Eleventh Five-Year" development.On the basis of the new rural construction and sustainable developmenttheory, this paper understands the connotation of the sustainabledevelopment of a new socialist countryside and designs a set ofsustainable development evaluation index system on new socialistcountryside with the existing research and the actual situation of the new rural construction in Qingdao. Through the method of quantitativeanalysis and qualitative analysis, this paper makes an empiricalassessment on sustainable development of new socialist countryside ofareas of Qingdao in2010and makes specific analysis of each system bySPSS software and the method of principal component analysis and clusteranalysis. In the eight urban areas of Qingdao, the level of sustainabledevelopment of Pingdu, Jiao nan, Jiaozhou and Laoshan is higher than theaverage of sustainable development, but the level of sustainabledevelopment of Laixi,Huangdao,Jimo and Chengyang is below than theaverage of sustainable development. And some reasonable proposals havebeen put forward for the further sustainable development of Qingdao onthe results of assessment, such as develop sustainable agriculture,increase farmers’ income, improve rural infrastructure and ecologicalenvironment, improve rural social security system and the cause of science,education, and so on. With these proposals, the development of production,affluent life, civilization, clean and tidy village and democraticmanagement can be contributed to sustainable development and so that thenew rural construction can be coordinated and sustainable overall.In this paper, there are following aspects. The first part discussesthe research background, significance and domestic and internationalresearch. The second part makes a statement of new socialist countrysideand the sustainable development theory. The third part reviews the processof new socialist countryside construction process and puts forward thesustainable development of new socialist countryside. The fourth partbuilds an evaluation index system and model of sustainable developmentof socialism. The fifth part makes an evaluation analysis of thesustainable development level in Qingdao new socialist countryside. PartVI puts forward the recommendations to promote sustainable developmentof Qingdao anew socialist countryside. Part VII makes a comprehensiveoverview of the research results of the paper, the lack of research ofthe paper and the direction of future efforts.
