Fisheries, especially the development of aquaculture fisheries play anirreplaceable important role in the protection of food security and promoting proteinsupply growth. The Fishery Sea Utilization is not only the basis information of fisheryproduction, but also the foundation of the entire national economy as well as China’ssocial stability and prosperity. Strengthening the quantity assurance and qualityconstruction of the Fishery Sea Utilization and improving the production capacity of it,are the important ways of realizing China’s sustainable development of economic andsocial, and ensuring national food safety. To accurately predict the using of FisherySea Utilization is the basic premise of effective protecting the waters and improvingthe use of sea production capacity. It is an urgent need of the important issues. Withthe development of environmental problems of our waters and all kinds of seacontradictions becoming increasingly prominent, the effective protection of FisherySea Utilization and rational utilization is becoming harder and harder. The importanceof sea-use planning is increasingly highlighted. To predict maintain the amount ofFishery Sea Utilization is an important part. The sea is the livelihood of thefundamental and the cornerstone of the development. The forecast of maintaining ofFishery Sea Utilization is the important part of the new round of waters master plan.The quantity and quality of research on Fishery Sea Utilization are relatively weak.For this purpose, the main contents of this report are as follows:The first chapter is introduction. It emphasizes on the topic research background,illuminates the significance of research and sets the subject and methods. Base ondomestic and overseas research findings of sea area utilization and inventory forecast,it summarizes and comments on the present fishery inventory research document,reveals necessary of research on amount of Fishery Sea Utilization reserved andproposes main train of thought.The second chapter is about the research theory of amount of Fishery SeaUtilization reserved. It defines the basic concept of maritime rights of use, Fishery SeaUtilization and aquiculture sea utilization, further to discusses connotation andexternality of amount of Fishery Sea Utilization reserved, and expatiates on the maintheory of amount of Fishery Sea Utilization reserved, such as maritime resourcescarcity theory, coordination theory of human and sea, input-output theory, sustainable development theory and so on.The third chapter analyzes current situation of Fishery Sea Utilization. Used timeseries data, it analyzes in detail tendency and causes of all kinds of sea utilizationquality, summarizes quantity problems of fishery sea utilization in the present,dissects distribution features and regional structure evolution trend over11coastalprovinces and lays a foundation for the next parts.The fourth chapter is the multivariate analysis of Fishery Sea Utilization.According to the domestic and international related research, referred to domesticscholars’ qualitative conclusions on changes of Chinese sea areas use, reasons ofchanges of the sea areas use was summarized from the aspects of other types of seause, economic growth and population growth under the social background andeconomic conditions.The fifth chapter is the forecasts of demand and the amount of Fishery SeaUtilization reserved. Chinese food production status and sea product developmentstatus was analyzed. Chinese future population and per capita demand for marineproducts were estimated. And the changes of marine products self-sufficiency rate andyield per unit area and the possibility of increase fishing use of sea were considered.Based on the spatio-temporal data in recent years, the Trend Analysis Model and GreyGM(1,1) prediction model was used to estimate the amount of Fishery Sea Utilization,1891820Ha in2015(short-term),2051700Ha in2020(medium-term), and2179620Ha in2025(long-term). The quantity structure of sea used for Marine Aquaculture,Fisheries Infrastructure and Artificial Reefs were estimated separately.The sixth chapter is countermeasures of the protection and rational use of FisherySea Utilization, based on food safety and sustainable development. Considering thecurrent state of fishermen, the policy recommendations and security system reformmeasures that are used for fishermen to use the marine more scientific and effectiveare made.
