1. The Goals and Significance of The ResearchIn recent years, with the rapid development of economy and the growing scale of infrastructure construction projects, more funds have been invested in the infrastructure construction. In order to carry out projects smoothly and to use capital in an effective way, many enterprises strengthen the management of construction projects. Although the principle of "effective management "has taken hold, things are, to a certain degree, different in tobacco industry. From the previous experience, the tobacco industry is under the influence of long-term planned economy, and there are many problems in owner management, which leads to the high cost, therefore, the overall construction schedule is lagged behind and functional requirements cannot be ensured. Facing this situation, the author holds that the project management plan research should be carried out to improve the owner’s project management quality and management level, to further improve the project management work, so as to ensure the project is effective use of investment funds under the premise, in terms of the time node to complete construction requirements.The preliminary planning of Project management is the overall planning and control, which is important to the entire project planning, organization, implementation and control of project investment. It is the premise and foundation of these goals. It not only reflects the enterprise strategy and the construction project strategy, but also the key to success of the project. It is proved that with the planning of project management, the project organization mode, ways of public bidding, contract management, control program and management system can be optimized. The preliminary planning has gradually become the important preparatory work for project management. This thesis takes a look into the conditions of the Bamboo Tobacco Station, focuses on the issues of strengthening project management, and then points out the main method of the engineering project management system planning. That is, from the beginning of the project, we should lay emphasis on effective organization and management planning, and carefully select the appropriate contract mode. Through the strengthened contract management, master planning, and management system, the achievement of construction goal will be guaranteed, meanwhile, new thinking about the ways to raise the level of project management will be provided to the owners.2. Specific advices are given according to the situation of standard tobacco Station. Along with the rapid development of infrastructure construction project management in our country, the construction market will be increasingly standardized, and with the increasingly accelerated pace of international standards, the planning research of project management will be strdied in depth and on large scale, more advanced theory and technology will be applied to research of engineering project management, therefore,the project management theory will be perfected to better guide the project theory and practice.
