As an important component of tourism, Inbound tourism occupies an increasingly important role in the international tourism, and its level of development is not only a manifestation of the strength of a city, a country or a regional in tourism, but also an important scale to measure the degree of openness and international level. Inbound tourism has a extremely important significance in promoting the development of urban tourism, improving tourism revenues and increasing employment. However, enhancing the competitiveness of inbound tourism requires a common concern of the government, scholars of tourism research, urban residents and other community, with comprehensive, multi-angle planning efforts.The competitiveness of inbound tourism needs theoretical guidance to be nurtured and enhanced. Currently, the research of the inbound tourism competitiveness at home and abroad is still in the developmental stage, and the theoretical system is imperfect. In order to further enrich this area, on the basis of existing research results, this paper try to propose the concept of competitiveness of inbound tourism and elements with the comparative advantage theory, competitive advantage theory, the theory of urban competitiveness, the brand image of the tourism destination image theory, theory of sustainable development, the core-periphery theory related theory, and propose a breakdown and explanation of constituent elements by drawing on the inbound tourism competitiveness analysis and research, with inbound tourism statistical indicators caliber, and thus focusing on the inbound tourism competitiveness enhancement strategy. Finally, referencing to Beijing as an example, combined with the Beijing inbound tourism development status, advantages and disadvantage analysis, concretely application competitiveness enhancement strategy to Beijing inbound tourism development, in order to promote the sustainable development of Beijing’s inbound tourism.
