The rapid development of industrialization drives rapid urbanization, and ourcountry is in the "double quick" stage of development. The depletion of energyresources and environmental degradation restrict the sustainable development ofeconomic and social in China. Introducing input-output analysis method intosustainable development research, and constructing the input-output model betweeneconomy and energy and environmental can point out the inner quantitative relationamong economic, energy and environment, and offer analysis toolsand decision-making basis for the government to implement sustainable developmentstrategies. Saving energy and reducing emissions is a basic state policy of China’s.Correct understanding of the importance of energy-saving and emission reduction,and then put it into practice, which can promote the sustainable development ofChina’s economic and social. This thesis takes full advantage of the input-outputtechnology to research the problem of energy-saving and emission reduction,establish the input-output model of energy-saving and emission, preliminarily compilethe input-output table of energy-saving and emission, and make an empirical analysis.This thesis discusses the theory of energy-saving and emission reduction byresearching the basic theory of environmental economics, energy economics, andexternality. Put energy problem and environment problem in an analytical framework,building the input-output model of energy-saving and emission reduction by usinginput-output technology. Preliminarily compile China’s2007energy-saving andemission input-output table, and combining with the demonstration analysis andget some significant conclusions and recommendations.China’s energy-saving and emission reduction input-output tables can notonly study the overall energy consumption and environmental investment of thenational economy, but also can study the case of one sector energy-saving andemission,as well as the influence on others.Applying China’s energy-saving and emission reduction input-output tables onthe empirical research process, through the comparison of direct consumptioncoefficient and complete consuming coefficient among intermediate inputs for othersectors, energy intermediate inputs, environment actual investment and environmentvirtual investment, we can know which sectors are the high-energy sectors and whichsectors are the high compensation environmental sectors. By the analysis between China’s input-output tables and China’s energy-saving and emission reductioninput-output tables, we can obtain the quantitative support of the theory ofenergy-saving and emission reduction, and provide important basis for the industrialstructure adjustment.
