China's Regional Openness

Openness is an important driving force of regional development. With the globalization develops deeply, a regional area connects with other region and international area more closely. Under the opening trend, how to recognize regional opening, how to see clearly the openness of a region, it is very essential to draft regional opening and development correctly and effectively. Regional openness is the degree of a regional development, including the factor of production flowing, the perfect support system of regional economic development, the government supporting behavior and so on. Meeting the time trend, we should build the model of regional openness and analyze the regional openness objectively from mathematics. By researching the regional openness, we hope to evaluate the level of an area, explore the theoretical basis for regional opening, provide research methods, and make out effective regional development policies. In order to achieve these aims, we should use many methods, such as analytic hierarchy process, documentary process, quantitative analysis method, qualitative analysis method, dynamic research process, static method and so on.This paper comments on the previous regional openness, they have had a deep research, but we find they have several deficiencies about building the model of regional openness. Firstly, the research methods for regional openness are relatively simple. Secondly, the integration of indicators could not combine perfectly. Thirdly, the evaluation system of regional openness need be built and completed. Upon the base of previous studies, I write this article from two views that are ‘open’ and ‘release’. I have built the ‘dynamic‐static’ theory and three‐level index system, which includes2first‐level indexes and8second‐level indexes and29third‐level indexes. At the same time, this index system covers dynamic and static platform, the former reflects the inter‐regional elements moving, which is the powerful pulling force. The latter reflects the regional supporting force, which is the powerful pushing force. The pulling and pushing power enhance the level of regional openness. The research object is province, analyze the data of regional openness, build the multi‐linear model of regional openness, and calculate the openness of every province from2000to2009year. I evaluate the model by the ‘Three‐dimensional evaluation model’, and the results prove that the indexes system and analytical methods have strong representative.By analyzing the regional openness, we can get the following conclusions. Firstly, the regional openness is increasing year by year, and the open level is improving continuously. Secondly, there is consistency between regional openness and economic development. Thirdly, I discover the higher altitude, the lower economic development, and the lower openness. Forth, the level of regional openness is unbalanced, and the gap has the widening trend. Fifth, the distribution of regional openness has the typical ‘pyramid’. Sixth, the static platform plays the important roles in improving the regional openness, especially the location advantages has the most contribution. The important arm for researching regional openness is to make out some perfect regional developing policies, I firstly review the history of China’s regional openness, from the view of regional pushing force, I summarize three strategic models, which are the coastal leading opening, inland emphasis opening, and along the country edge opening. Analyzing and evaluating Chinese regional open strategies, I propose eight measures for promoting regional openness, and hope they can play some roles in practicing, and make the regional opening better.My article is the major part of the national social science fund project, which names the open strategic research of central and western region, and this article also is the base for continuing research, it is very important for government to draft more reasonable and effective regional open strategy. Because there is not an accurate evaluating standard for the research of regional openness in theoretical circles, only do I provide a view for researching the regional openness, and I hope to give some references, and do some contribution for regional open research and practice.
