Township Level Evaluation Of Land Consolidation Ecological Benefit Research On Henan

Our country has big population, while the amount of land is small, cultivated land resources are short-handed, the quality of cultivated land is not high, nearly two-thirds are the middle-and-low-yielding fields. With economic development in recent years, urban construction land have increasing demand, cultivated land area has been in decrease,while the food security problem is increasingly. Facing the current situation, we must carry out land consolidation, which can increase the quantity of cultivated land, and enhance the cultivated land productivity, to alleviate current decrease cultivated land resources situation. Land consolidation is one of the important technical means, which can solve the current resources, and ensure food security and dynamic balance of total cultivated land.At present, the work of land consolidation has made some achievements. The implementation of land consolidation has increased the quantity of cultivated land, raising the quality of cultivated land, to a certain extent, keeping maintenance of dynamic balance of total cultivated land, easing the pressure of cultivated land resources, and to ensure food security, adjusting the structure of agricultural production, increasing farmers’ income, and made great contributions to the economic development. But the current land consolidation is mostly in primary stage, only paying attention to the growth of economic benefit, while ignoring the protection of ecological environment. Still staying in the stage, which attaches importance to increasing cultivated land area, we have not been in the modern meaning land consolidation stage, which pay attention to the increase of ecological benefits, and ensuring the sustainable development of land resources. Land consolidation has bring about the damage of ecological environmental. Such as, soil harden, water pollution and biological species decline, and other problems. The implementation of engineering measures for the ecological system have caused external disturbance, and break the land ecological system dynamic balance, forming negative efficiency, thus reaction in human society. Therefore, the importance of carrying out the modern meaning land consolidation is self-evident. This paper takes the land arrangement project as the research object, in Daguo town, Linying County, Henan Province, on the analysis of the domestic and foreign research methods and theoretical foundation, and combining the status land consolidation and natural conditions of study area, selecting19evaluation index from four elements the soil, hydrology, biological and climate, and quantizing the index, constructing evaluation index system, using optimal combination empowerment method to calculate the weight, using the integrated index method, we study area before and after the land constructing evaluation index system, using optimal combination empowerment method to calculate the weight, using the integrated index method, we study area before and after the land consolidation ecological benefit comprehensive value. Finally, taking analysis and evaluation according to the results, and combining nature economy elements of the research area, putting forward the corresponding suggestions and countermeasures.The results of the study show that: the land consolidation ecological benefits have a rising trend, Linying County. Ecological benefit has a modest increase; the ecological benefit comprehensive value has risen from0.4010to0.5901. Soil environment comprehensive ecological value has grown to a larger extent and increased by42%; climate environment comprehensive ecological value increases by39%; the water environment comprehensive ecological value increases by35%; biodiversity comprehensive ecological value increases by5%; soil organic matter has increased, and land productivity has also improved. The construction of irrigation and water conservancy facilities on the one hand is helpful to improve the farmland drought and flood disaster prevention and control ability, on the other hand is helpful to improve agricultural productivity. The construction of plant diseases and insect pests prevention, reducing wind speed, and improve the ability of controlling soil and water loss, further strengthening farmland comprehensive prevention and control disasters ability, meanwhile is beneficial to the development and expansion of the organisms, increasing biological diversity.The paper has puts forward the corresponding suggestions and countermeasures according to the land consolidation, in order to provide some references for land consolidation in similar area. Grasp the systematic of environmental impact to the land consolidation; implement land consolidation measures scientifically; establish scientific land consolidation ecological benefit evaluation index system; strengthen propaganda, promote public participation; make and perfect the laws and regulations, and promote the standardization of land consolidation.
