Study On Evaluation Of Ecological Service Value After Land Consolidation In Plain Area

With an increasingly serious situation in cultivated land protection in China,land consolidation,as an important source of new arable land,has been highly concerned.During the Twelfth Five-Year Plan(2011-2015),high-standard farmland was massively developed.403 million mu new high-standard farmland was developed,and 17.55 million mu cultivated land was supplemented through land consolidation and reclamation.During the same period,area of new cultivated land was more than that of the farmland damaged by construction and natural disasters,this made a great contribution towards holding the area of cultivated land to the red line of 1.8 billion mu.Land consolidation changes the land-use structures,thus affecting the economic value of ecological services in the project area.Based on the theory of ecosystem service,we analyzed basic farmland consolidation project of Quxi area in Weiji Town,Suining County,Jiangsu Province,and measured the ecological benefits of land consolidation.The following are the main conclusions.1.We put forward different quantitative analysis methods.Gas regulation,soil formation and protection,climate regulation,water conservation,cultural function and biodiversity were chosen to evaluate the ecological effect of land consolidation.Different methods to evaluate these ecological effect were established.We combined the equivalency factor method and functional value analysis,and revised the value of ecological service in land consolidation using CPI index.2.After land consolidation,values of the ecosystem services have all increased in varying degrees,except the slight reduction in water conservation function.The carbon sequestration value has increased by 27%,the air purification value has increased by 3.7%,value of soil formation and protection has increased by 31.6%,value of climate regulation has increased by 11.4%,the culture and leisure value has increased by 246.1%,and the value of biodiversity and function has increased by 11.6%.The value of culture and leisure has experienced the biggest growth,indicating that with the improvement of ecological environment after land consolidation,agricultural eco-tourism is greatly improved and more attractive.3.In order to improve the value of ecosystem services in the land consolidation project area,we should attach importance to the processes of planning & designing,engineering & construction and post-completion management,and focus on integrating the concept of environmental protection into the process of planning & designing,promoting innovation in engineering techniques of land consolidation and applying scientific approaches to agricultural production.
