Constituation Of Cultivaten Land Resource Value And The Quantitative Measurement Of Bayan County

Cultivated land is the important basis for protecting the sustainable development of economic society and is the important strategic resource of our country. The accelerating process of industrialization and urbanization has brought the increasingly serious environment crisis.Because of the growing demand for land of the construction, a lot of cultivated land resources are used as construction land. The root cause is ignoring the total value and rational allocation of cultivated land resource, which causes the low comparative benefit of arable agricultural use. Cultivated land resource not only has economic value, but also has social value of protecting the national food security and the basic livelihood of farmers and employment security, and ecological value of cleaning up the air, preventing soil erosion, maintaining biological diversity, and conserving the environment. As the main stakeholders of cultivated land protection, farmers’ direct benefit is only the partial economic value of cultivated land resource. The irrational distribution mechanism of cultivated land value directly causes the disorder transition from cultivated land to non-agricultural purposes. So the key to protect cultivated land is to internalize the total value, thus increases the comparative benefit of agricultural use of cultivated land.Bayan County is located on the typical black soil region—Songnen High Plain and is the national important commodity grain production base. This paper took Bayan County as the example, based on a lot of reference literature at home and abroad, first made theoretical analysis of cultivated land value, which contained the presentation of the relevant theory of cultivated land value and the definition of the connotation of cultivated land value. Then based on the defect of the traditional view of cultivated land value, this paper reacquainted the constitution of cultivated land value, and definite the constitution of cultivated land value of Bayan County. Next, this paper took example by research methods of resource economics, such as market value method, surrogate market approach and reference achievement method to measure economic value, social value and ecological value of cultivated land, and made detailed analysis of the calculated results. At last the paper discussed the approaches to rebuild cultivated land value. The results showed that:(1) the paper made a conclusion that cultivated land value is composed of economic value, social value and ecological value and these three values were proved to exist by the measurement of cultivated land value of Bayan County.(2) The function value which cultivated land provided was up to673044.15yuan/hm2, of which economic value was68364.66yuan/hm2, social value was573777.81yuan/hm2, ecological value was30901.68yuan/hm2. The total value of cultivated land was9.85times as much as the clear economic value.(3) Social value of cultivated land accounted for85.25%, economic value10.16%and ecological value4.59%. Social value of cultivated land was mainly reflected in social security function, which accounted for67.52%of the total value. It followed that for farmers, cultivated land plays an important role in basic livelihood security and the function can’t be underestimated. Ecological value accounted a small ratio of the total value, but compared with economic value, it can’t be ignored. In the process of land requisition, the compensation guideline is measured merely by ecological value of cultivated land and ignores social value and ecological value, which deprives of farmers’interests and is also the inefficient utilization of cultivated land. This compensation mode is bad for the full play of the cultivated land protection system, leading to the accelerated erosion of cultivated land. Combined with the results, this paper brought up ways to rebuild cultivated land value.
