As a large agricultural country, the development of agricultural product logistics plays an important role in developing the rural economist and promoting the big cycle of social systems. The logistics of agricultural products has made tremendous contribution to the strong development of agriculture. Including increasing the added value of agricultural products, accelerating the velocity of circulation of agricultural products, meeting consumer demand, and increase farmers’income. Heilongjiang, as a major agricultural province, especially as an important commodity grain base, the development of the logistics of agricultural products should be concerned. Annual production of grain, vegetables, meat, animal products are growing year by year, only to develop the agricultural products logistics can contribute to the income of the agriculture of Heilongjiang, improve the living standards of farmers, laid Heilongjiang as a major agricultural province favorable status. Based on province resources, external opportunities, and national policy and so on, the agricultural product logistics industry vigorously accelerate the agricultural product logistics industry development in Heilongjiang Province. Contrast to the advanced Province of agricultural product logistics industry, the development is lagging behind, mainly in funds shortage, low value-added, weak management capacity, the low level of information networks. The real reason is the lack of core competitiveness of agricultural products logistics industry, which severely restricted the development of agricultural logistics industry in Heilongjiang Province.To nurture and enhance the core competitiveness of logistics industry in Heilongjiang Province, we must first understand what is the core competitiveness, and objective analysis of the agricultural product logistics industry in Heilongjiang Province, find out the gap between Provinces to identify the root cause of the gap, thus at which to build the core competitiveness of agricultural product logistics industry and provide a reliable basis. Study on how to build the agricultural product logistics industry in Heilongjiang has great significance to accelerate the economic development of Heilongjiang and to ensure that the capacity for sustainable development of agricultural logistics industry in Heilongjiang.In this paper, in order to learn business management foundation for the theoretical analysis, the integrated use of econometrics, operations research, statistical methods, theoretical analysis and empirical analysis, from the core source of competitive theory approach, systematically expounded the theory of core competence the formation and development, focus on analysis of the agricultural product logistics industry in Heilongjiang Province, focus on analysis of enterprises in Heilongjiang including Jiusan,Wandashan, Bei Dahuang Mi Ye and Hada.We use the SWOT method to analyze the internal strengths, internal weaknesses, external opportunities, external threats with agricultural product logistics industry in Heilongjiang which is in order to lay the foundation for research. Then using the analytic hierarchy affecting the formation of the core competitiveness in order to come to the core competitiveness of the various indicators of the degree of influence. We use the fuzzy evaluation method based on the use of AHP to get the impact on the seven factors scoring and the he highest score factors in the formation of core competence is the most effective factor. Then we find the problems which among the core competitiveness of agricultural products logistics industry. Concluding with Heilongjiang agricultural products logistics industry to enhance the core competitiveness related to measures for the government to formulate policies and business to study how to enhance core competencies provide a reference..
