The concept of competence was firstly proposed in the article“Testing forCompetence rather than for Intelligence”by McClelland，Professor of Psychology atHarvard University in the1970s．Since then，the research of competence has becomethe focus of human resources management，contemporary psychology，educationetc．The studies of competence have made quite a number of important achievementsin individual level，especially for the competence of management．However，for theteam level and organizational level，the research is still in its infancy．As more andmore organizations put great importance on teamwork, the competence of a team wasgradually taken into researchers’consideration．project team.The paper stood in the perspective of improving the level of teammanagement，starting from the excellent performance of project team to study thehigh-performance project team competency．Combining method of literature review,qualitative depth interviews and survey quantitative analysis and taking JGCompany’s project team as example to build grassroots project team competencymodel，by analyzing the collected data, obtained nine competency areas and27elements of the dimension-leadership，business ability，team spirit，team mentality，work status，success-orient，team effectiveness and team communication-which areassociated with team performance．Finally，the paper proposed five aspects of teamcompetency model which based on the team management strategy．The paper from the literature research and the first-hand interview data sets upproject team competency model, filling the project team competency model researchgaps, verify the project team competency model and performance relationship, hopeto be able to play effect, thus there will be more people to pay attention to teamcompetency model, pay attention to the team management tool development andapplication.
