With the development of economy, teamwork has already played a leading role in the area of technology innovation. Building a technology innovative team through reorganizing the resources. This has becoming a main method to improve enterprise R&D ability .Technology innovation team will be more and more accepted and practiced by businesses. At present, enterprises are facing the biggest challenges that how to manage and inspire the staff to create value in the effective innovation team. According to the study the most direct solution is to find out and excavate the competence of the high-performance team member. By building its team competence system, selecting excellent person who is suitable to the development of enterprise, allocating the team members, developing and discovering the competent person, and then carrying out the occupational development plan. At present, most studies focused on introducing the history of competence development, the definition of what's competence, the construction of competence model and the application of BEI process, but rarely a thorough study of the competence model.In this study, we believe that building a corporate team competence model for enterprise innovation management team has strong practical significance. Based on this model we can select outstanding person, allocate team members reasonably. This study constructed the competency model of excellent innovative team is based on the theory of competence. According to the survey on enterprise,we have made recommendations and counter measures to build the innovative team. This study both has Practical and theory significance.
