Competence Evaluation And Application Of Scientific And Technological Cooperation Project Team

With the vigorous development of modern science and technology revolution, science and technology play an increasingly important role in economic development and comprehensive national improvement. As science and historical facts to prove, the introduction of science and technology is the guide of the economy soar of a nation or a region, so the economically backward countries and regions are trying to develop their economy through science and technology cooperation, while developed countries and regions, in the flourishing days of the development of science and technology, did not dare to ignore the science and technology cooperation, in order to maintain their leading position. Especially the emergence of a huge research project results in the worldwide system of scientific and technological cooperation in the wide field of scientific and technological activities. Scientific and technological cooperation project is the carrier of the science and technology plan, and is to solve the technical problems arising in scientific research and social production, research on the contents of scientific research and technological development as a separated project. Scientific and technological cooperation projects are innovative, risk, integrity, disposable, life periodicity, life cycle characteristics, and the correct guidance and effective control will play a direct impact on the realization of science and technology plan goals. Scientific and technological cooperation projects are effectively managed, and the competence research of scientific and technological cooperation project team is rephrased to allow them to create more value. In the thesis, scientific and technological cooperation projects are taken as the starting point, to investigate and research the team competence of scientific and technological cooperation project.Firstly, on the basis of the achievements of previous studies, this thesis summarized the four ability dimensions that constituted the competence of the science and technology cooperation project team, such as the quality of members, team management ability, organization structure, the harvest ability of the achievement. By summarizing literature and questionnaire, the four ability dimensions were subdivided several sub-elements, and SPSS17.0software were used to test the reliabilities of these sub-elements, remove these sub-elements that the reliabilities is low in order to build competence evaluation index system of the scientific and technological cooperation project team. Again, based on the competence evaluation index system, the competence evaluation conceptual model of scientific and technological cooperation project team was constructed, while by the software of AMOS6.0, confirmatory factor analysis was implemented to the conceptual model. The conceptual model was modified, by estimating parameters, the path coefficients of the structural equation model were calculated, so the final path diagram of competence evaluation was got. From the path diagram, the effect of the four latent variables (the quality of members, team management ability, organization structure, the harvest ability of the achievement) in the team competence of scientific and technological cooperation project may be measured. Finally, by means of the path diagram of competence evaluation of scientific and technological cooperation project team, the competence of scientific and technological cooperation project team was evaluated. By combining the competence evaluation to the team construction of scientific and technological cooperation project, the application scope of the competence evaluation in the construction of scientific and technological cooperation project team was analyzed.
