Association formed by the industry in the original country resists industrialtransfer, which we called industrial viscosity. Achievements coexist with troublesin industrial transfer of Anhui province. Take Anhui as a background to researchthe effect of industrial viscosity to industrial transfer is of great significance.According to the theory and literature in industrial transfer viscosity by scholars athome or abroad, three research hypotheses about the effect of industrial viscosity toindustrial transfer are proposed. Six variables are selected to establish the basicmeasurement model and extended measurement model. They are sunk cost, humancapital, technological innovation, labor cost, industrial cluster, and industrialefficiency. And panel-data model method is introduced. Then quantitative analysisthat bases on the twenty-seven manufacturing data during2001and2009fromAnhui Province is carried out to validate the hypotheses. The paper shows that sunkcost and labor inter-regional transfer are the most important impact to industrytransfer, and sunk cost effects greater than the inter-regional labor transfer toindustrial transfer. And the industrial cluster and industrial efficiency factor are notcontact to industrial transfer. Technological innovation and labor cost have asignificant impact on the decision-making of industrial transfer. Finally, relevantconclusions and policy recommendations of Anhui Province are proposed.
