Small City Housing Security Mode

The stability of residence is the premise of people live and work. The economic of China is developing rapidly, moreover, people’s living standards has been greatly improved, however, there are still some residents of the housing problems. Therefore, it is very important to establish low-income residents improving the city’s housing security system.At present, scholars in China has done a lot of researches which has become more mature, on the domestic housing security in the large cities. However, there have been fewer researches on thar in smaller cities and towns.This paper carries out small city housing security mode research by analyzing housing safeguard system construction in our country, summarizing the domestic and foreign advanced experience in housing security, combineing this research with the characteristics of small city housing security system. This article also constructs housing security mode respectively from housing guarantee in small cities and towns, constructing of channel for security housing source, raising fund for building security housing and providing advises on housing guarantee policy.The paper puts forward that small city housing guarantee should be mainly in affordable housing and low rent housing which are called the "2+X" affordable housing means. Security houses should be buidt mainly in two ways, one is the centralized government construction and the other is doing real estate projects with the construction of a multi-channel. There are three ways to select fund for constructing security houses, including government finance income, land transfer income and provident fund value-added funds to the main funding.In the room to protect the supportive policies proposed to land policy, tax policy, financial policy and other mainly support policy system. Finally, the paper carries out practical application research by taking Qionglai city as an example. Based on the analysis of current housing security status and problems in Qionglai and combined with construction of small city housing security mode, put forward advices on city housing security mode specific recommendations in Qionglai.
