The Research On The Room Source Supply Of The Urbanization Low-rent Housing

Public houses system is an ensure system which was set up by the government especially in order to solve family housing problem for those "double difficult "families. Since File No. 23(1998) of the State Council and "method of management for public houses"(1999) of Ministry of Construction were issued, the question of public houses has become a special topic for insider to study and practice. On August 1, 2007 the State Council Premier Wen Jiabao presided over a State Council executive meeting, discussed and approved in principle the "State Council on the low-income urban families solve housing difficulties of a number of views" on China's low-rent housing construction from the governments.But from the current situation of the public houses system implement we can find out that this ensure system has many problems, inadequate supply of room source seriously hampered the development of low-rent housing. So the purpose of this paper is to solve the problem of inadequate supply of low-rent housing.First this paper introduces an overview of low-rent housing system, studies the low-rent housing in abroad and Hong Kong, analysis the problem of Chinese low-cost housing from the existing management of the relevant provisions to proceed with the construction of urban housing stock supply of low-rent housing practice, proves that inadequate supply of room source seriously hampered the development of low-rent housing.Then this paper innovatively puts the small property right room used in the Low-rent housing in the first time, analysis the feasibility, necessity and importance, then puts a solution to solve the problem of the legalization of small property right room, proves that using small property right room in the Low-rent housing is an effective solution to solve the problem of inadequate supply of room source.Finally this paper uses the PPP model for the construction of low-rent housing by small property right room, designs the operational structure, analysis the objectives of the parties involved, particularly researches the operation of the land source which is the key problem and made two land-using patterns, analysis the withdrawal mechanism and the different preference of low-cost operators, then proposes appropriate solutions to solve the problems, proves that The PPP model is an effective mode of using small property right room in the Low-rent housing. By this dissertation, I hope the housing problems of middle and low income families, especially the lowest-income families, could be regarded by the government and all circles of the society. Meanwhile, I hope this dissertation could prompt the theory research in the field of Low-rent Housing System and Housing Security System which may give some references to the government for their policy making.
