Study On New Rural Construction Model Of Zhaoyuan

The promotion of new rural construction is the major initiatives to implement thescientific concept of development,the necessary requirement to ensure the smoothprogress of China’s modernization, the key task to build a moderately prosperoussociety, the sustained driving force to maintain steady and rapid economicdevelopment and the important foundation to construct a harmonious society.From the perspective of new rural development model in Zhaoyuan, based on theliterature review, interviewing the experts and field research, based on the theory ofthe new rural construction as a guide, using theoretical analysis, comparative analysisand qualitative analysis, this paper deeply analyzes the situation of new ruralconstruction in Zhaoyuan, builds new rural construction model in Zhaoyuan andproposes the appropriate safeguard measures.The understanding of scientific content of the new rural construction and therelative theory, as well as the new rural construction model in South Korea,Japan andChina is the basis of this article. From the content, features, main body and steps,thepaper interpret the scientific content of the new rural construction and summarize thetheory of new rural construction. Through reviewing the history of the new ruralconstruction of South Korea, Japan, and descriptive analysis of basic model of newrural construction in our country, the paper draws inspiration for the construction ofnew rural construction in Zhaoyuan.The analysis of situation of new rural construction in Zhaoyuan is the premise ofthis paper. Based on the literature review, expert interviews and field research, thepaper expounds the process of new rural construction in Zhaoyuan and analyzes theeffectiveness of new rural construction side from the income of farmers, agriculturaleconomic effectiveness, social effectiveness and environmental effectiveness. Thestudy finds: New rural construction in Zhaoyuan exists problems such as agriculturelack of sustained momentum to continue to increase, the low level of organization andsocial service system is not perfect and the fragmentation of rural land is notconducive to the appropriate scale.The construction of new rural construction model is the key of this study. Basedon standardized, specific, social research and analysis of new rural construction modelin Zhaoyuan, this paper formes a few conclusions:(1) build theoretical framework ofnew rural construction model in Zhaoyuan, meanwhile, analyze the practical needs of new rural construction model of Zhaoyuan in-depth.From the process of new ruralconstruction and the effectiveness of new rural construction,the paper finds problemsin the construction of new rural in Zhaoyuan, and concluds: build new ruraldevelopment model in Zhaoyuan as soon as possible to meet the requirements of thenew rural construction.(2) build new rural construction model in Zhaoyuan.Based onscientific concept of development as a guidance, focus on "production, affluent life,civilization, village clean and democratic management" orientation, following thepeople-oriented, realistic, local conditions, bold innovation as well as farmers as themain body of construction, the paper builds new rural construction in Zhaoyuanincluding agriculture brand model, agriculture industrial mode of, industry guidancemodel, the "3+1" pattern and rural communities model.(3) summarize the securitymeasures to run new rural construction model in Zhaoyuan and put forward theoperation policy recommendations including developing the economy to providefinancial support; increasing capital investment to provide financial support;broadening the financing channels to increase investment; strengthening supervisioncheck assessment to focus coordination and guidance.
