During the "Eleventh Five-Year Plan" period, Shanghai, Baoding, Hangzhou, Xiamen, Shenzhen and other major cities had started to explore low-carbon urban construction."The program of controlling greenhouse gas emissions in the Twelfth Five-Year Plan" issued by State Council assisted that we should put controlling greenhouse gas emissions on the agenda to cope with global climate problem, and we can chose several cities to build low-carbon industrial system and low-carbon lifestyle with its own characteristics first. It can be predicted, how to build low-carbon cities is still a topic which have widespread concerned in academia and government in the "12th Five-Year Plan" period.The"12th Five-Year Plan" period is the critical and deepening phase of radically transforming development pattern and constructing ecological civilization in Jiaxing. In order to respond effectively to the enormous pressure of limited land, energy and other elements, it’s an inevitable course of sustainable development to transform the style of economic development and build a low carbon city in Jiaxing. In the process of building low-carbon cities, in addition to technological innovation, institutional innovation is also an important means, therefore, it’s very important to design the policy and institutions combined the reality of Jiaxing for promoting the low-carbon urban construction.This paper reviewed theoretical results of low-carbon cities primarily, which including low-carbon economy and low carbon city concept, the basic content of low-carbon city development, the measurement of carbon dioxide emissions, carbon taxes and carbon trading mechanisms and low-carbon city evaluating indicator system, and then estimated the carbon footprint status quo in Jiaxing, which including Carbon Emissions (CE), Per capita Carbon Emissions (PCE) and Carbon Emissions Intensity (CEI), and the estimated results show that: carbon emissions of Jiaxing increased from2005to2008and decreased in2009, which indicating that the Jiaxing had really started energy conservation work and had preliminary results; Jiaxing’s carbon footprint of2009was very high in Zhejiang Province, so it’s need to conserve energy and reduce emission urgently; Xiuzhou, Haining, Haiyan and Tongxiang had higher the level of carbon emissions, which are key objects for future emission reduction; the level of industrial carbon emissions is the highest in three industrial structures in Jiaxing, and the carbon emissions of the ten pillar industries within industry are significant differences, and there is a phenomenon of high-carbon low-yielding. In order to illustrate that the appropriate innovation system can promote low-carbon urban construction, this paper summarized low-carbon building experience consist of London, Copenhagen, Hangzhou and Wuxi. Relying on the theoretical basis at home and abroad, borrowing ideas from four cities’ practical experience and according to the actual situation of carbon emissions in Jiaxing, this paper designed five institutional innovations, which including low-carbon industrial policy-oriented institution, emission reduction innovation of agriculture, forestry, transportation and construction industry, the carbon emissions trading innovation, assessment supervision innovation and low-carbon public education innovation. In order to guarantee the effective implementation of the above innovations, this paper proposed several measures which including further strengthens organizational leadership, scientific formation of low-carbon urban planning, the establishment of low-carbon credit mechanisms, active use of financial low-carbon products, pilot work and regional and international cooperation.
