| Housing is the basic conditions for human’s living and development. The problem of housing is a major socio-economic issue for any countries in the world. With the acceleration of the process of market-oriented, the problem of the lowest-income families lacking of capacity to pay highlights. So, strengthening the functions of the government, sounding housing security system, the establishment of low-cost system to meet the minimum income families the basic living needs, is an inevitable requirement improving China’s social security system and maintaining social stability. However, the problem of financing has become a bottleneck restricting the construction of indemnificatory housing.After20years of the housing system reform, the real estate market in Sichuan Province to cultivate and develop the public housing problem has been greatly improved. Indemnificatory housing, livelihood projects, construction has intensified. With the deepening of market-oriented reform, the inherent defects in the gradually exposed. On these issues, housing prices raising rapidly, the housing interests of low-and middle-income families can not be guaranteed, indemnificatory housing problem of financing has become increasingly prominent. Bottleneck problem is to develop innovative financing pattern to address the construction of indemnificatory housing in Sichuan Province.Therefore, under Sichuan indemnificatory housing financing pattern status and future trends the purpose of this study is targeted to innovative design of the financing model, respectively on the low-rent housing, and public rental housing of different nature and characteristics. Under the guidance of the government, give full play to the role of market mechanism, absorb the advanced experience, broaden financing channels, and innovative financing tools. Actively mobilize the private sector and the various social forces involved in the construction of indemnificatory housing to meet their development needs. |
