The construction of indemnificatory housing is one of important people’s livelihood projects in our country, is the key to solve the housing problems of low-income families. During the12th five-year plan period, there will be36million of indemnificatory housing and by the end of the twelfth five-year the coverage of the housing will reach20%. Tianjin city also regard establishing and improving the indemnificatory housing construction as one important responsibility of the public service government, and make it as one of the20projects and be put in government report. With the growing of the indemnificatory housing, the investment may nearly need1800million, further make bigger pressure on the financing.The research on Tianjin indemnificatory housing takes method, respectively comparative analysis, literature research and empirical analysis. Firstly, the paper define the relevant concepts and lay theoretical foundation, and then predict the supply status bases on the2006-2011data, the result of which is that the supply is growing. In theory, the more supply, the bigger the financial gap; In practice, after analyzing the current financial pattern of Tianjin indemnificatory housing, the pattern has to improve. Then the chapter try to borrow ideas from foreign countries and give enlightenments to the present financing operation for Tianjin. The conclusion is that organize the company and establish the Tianjin affordable housing investment fund, while supported by the Sino-German Housing Savings Bank and REITs..The innovation is that:one is that analyzing the supply change through the combined forecasting model, the other one is that improving the financial pattern based on the affordable housing classification. The aim is to make the effective supply come true, solve the problems of low-income families, further optimize the Tianjin housing market.
