Research On Evaluation Of Cultivated Land Use Efficiency In Henan

The cultivated land resources are the material basis of human survival and developmen t, in the face of the national conditions that a large population with relatively little land an d cultivated land resources scarcity, protect and rationaily use the limited cultivated land re sources, improve the level of cultivated land efficiency, is the key to ensure our food secur ity and the sustainable development.The cultivated land use problems has become the foc us of people’s research and attention. Henan is one of the major grain producing areas of our country and the biggest populated province, with the continuous socio-economic develo pment, the accelerated process of urbanization and industrialization, as well as the construct ion of the central zone continuously push forward,the construction occupied large number of cultivated land, the contradictions among cultivated land, population and food become in creasingly prominent; Soil erosion of cultivated land desertification, salinization, and cultivat ed land pollution and other problems exist, resulting in decreased quality of cultivated land, these factors make the cultivated land resources was facing severe pressure, Henan provinc e, as a major agricultural province. To protect the national food supply and security is of p articular importance, We must take the road of development of excavating cultivated land u se potential, and improve cultivated land use benefits.In this paper, drawing on existing research ideas and perspectives,on the basis of Hen an Province and18prefecture-level cities for cultivated land use efficiency evaluation unit, from the scarcity of cultivated land resources theory, cultivated value theory, theory of sust ainable development, location theory and systems theories, by analysis of the dynamic chang es of cultivated Land in Henan Province in the past20years, selected19indicators to bui Id a strong operability cultivated land use efficiency evaluation index system, used the entr opy method to determine indicators weight from the three aspects of economic, social and e cological, used multi-factor comprehensive evaluation method to evaluate arable land use eff iciency standards in Henan province and18prefecture-level cities from1990to2009, studi ed arable land use benefits regional differences in characteristics from three aspects of eco nomic, social and ecological benefits of Henan province by cluster analysis method. Finally proposed to increase the cultivated land in Henan province to the effectiveness of the cou ntermeasures to provide an effective reference for the rational use of arable land resources in Henan province.The results show that:1) The cultivated land area had relatively large changes and flu ctuations in Henan Province, from1990to2009,had experienced three kinds of momentu m which include decline, rise and balance.2) The cultivated land use on the overall effici ency had the overall upward trend in20years, roughly divided into three stages:From1991to1993, evaluation of the value declined slowly, in1993reached the lowest level. From1993to2003, showed the fluctuations in the upward trend, from time to time had decrea sed. From2003to2009, in a significant increase phase, almost linear trend from2008to2009, the maximum value of0.7948in2009; The economic benefits of cultivated land had the overall upward trend in20years, its share in the overall efficiency of the proportion increased rapidly; The cultivated land use basically showed a steady upward trend in social benefits, occasional small drop; farmland ecological benefits in the state of fluctuations, sho wed the trend of "down-steady-decline-picked up" ecological benefits accounted the proportion of the overall efficiency had decreased, and its gap had expanded year by year t o economic and social benefits.3) From1990to2009the cultivated land use coordination degree of fluctuations can be divided into the following four stages:From1990to1994, c ultivated land use system in a very uncoordinated status; From1995to1996, respectively i n a discordant and incongruous state; From1997to2004, cultivated land use systems coord ination, the efficiency ratio of cultivated use had a better relationship and coordinated syste m,reached the maximum in2004; From2005to2009, the cultivated land use systems in the state of the basic coordination.4) The cultivated land of the overall efficiency of region al differences significantly and unevenly distributed, was the northern, central and western h igh trend, southern low trend. Level features were more obvious:the first level was Zhengz hou, Luoyang, Hebi, Sanmenxia and Jiyuan, the comprehensive benefit evaluation of the v alue leading Kaifeng, Jiaozuo, Xuchang and Luohe which was the second level, the third1evel was Pingdingshan,Anyang,Puyang,Shangqiu, Nanyang and Xinxiang, Zhoukou, Xinyang and Zhumadian was the fourth level that the evaluation value fell behind.5) To achieve a r easonable use of cultivated land resources, combined with the area of cultivated use efficien cy evaluation results, Strengthen the construction of Henan grain core area, excavate cultiva ted land use potential; Increase the land remediation and environmental protection, improve the agro-ecological framework; Strictly protecte cultivated land and promote agricultural rest ructuring; Improve the agricultural social service system, increase efforts to the concessions and support for agriculture;Control the population growth and improve population quality, ease the cultivated land pressure.These policies and measures were proposed to increase the cultivated land use efficiency.
