Research On Evaluation And Promotion Countermeasure Of Heilongjiang High-tech Industry Competitiveness

High-tech industry has already become inexhaustible source of economic and socialdevelopment all over the world. As one of the developing countries, all regions in China seizethe commanding heights of high-tech industry. Heilongjiang province regards our country asbase of northeast old industry, where has solid industrial base and perfect industrial system,but in recent years, in comparison with prosperous province, Heilongjiang has a considerablegap in the high-tech Industry aspect. On the basis of the mentioned above, through thevaluation study on the competitiveness of Heilongjiang high-tech industry, the paper providesthe countermeasures to improve the competitiveness of Heilongjiang high-tech industry.Firstly, based on the present status of research achievement both at home and abroad, thedefinition of high tech and high-tech industry has been illuminated. This paper explores theinfluencing factors on high-tech industry and divides them into internal factors versus externalfactors, and then the specific content of each factor is described. It provides a solid foundationfor the further work.Secondly, according to the influencing factor, the paper set up the index system forevaluating the competitiveness of Heilongjiang high-tech industry. Based on factor analysis,starting analysis from internal competitiveness and external competitiveness, then get thescoring&ranking of high-tech industry competitiveness by factor analysis on internalcompetitiveness and external competitiveness scores, go on cluster analysis according to thescores of high-tech industry competitiveness, then get the type of high-tech industrycompetitiveness which Heilongjiang province belongs.Finally, by contrasting and analysis, the strengths and weakness of Heilongjianghigh-tech industry are obtained, author gives six countermeasures and suggestions ofpromoting competitiveness of Heilongjiang high-tech industry, such as optimizing the systemof talent construction, accelerating the construction of industry technological innovation,creating environment which is beneficial to the development of high-tech industry, intensifystructural adjustment on traditional industries, giving full play to function of all levellocal-governments, improving financing system and balancing industry development.
