Both of the<Suggestions about strengthening and innovating society management issued by the CPC central committee in2011and the<Decision on strengthening social construction> promulgated by Guangdong provincial have specified that social management in our country that has been promoted to the strategic height. The gravity of social management and service are at the roots, and the foundations of the social stability is also in the primary. With the development of residential property management industry, Residential property management has been become an important part of social management. Residential property management has important spillover effect to the community management. Perfecting the system arrangement of property management, can achieve the purposes like Madison said "through private interests to protect public interests". In the situation of complex social contradictions and Grassroots social contradiction, outstanding the spillover effects from residential property management to community management has an important significance to strength social management, perfect community management, and enhance the effect from property management to community governance.Based on the study of literature, this paper discuss spillover effects from residential property management to community management from the point of view that property management Has double attributes.First of all, this article discusses the description on property management of the theoretical circles, and defines dual nature of property management. This paper analyzes the reasons why property management has dual nature, and straightened out the spillover mechanism of residential property management:participating in the market competition, the realty service enterprise optimizes community management and service through the systems of scale and change management way, this is the market attribute spillover mechanism of residential property management; Participating in community affairs, the realty service enterprise plays a spillover effect to community management through redundancy function and the coordination function, this is the public property spillover mechanism of residential property management. It can realize the purpose of Community governance through this two spillover mechanism.Secondly, based on the investigation and the case analysis, this paper compares success cases and failure cases which embody residential property market attribute and public property management. Then this paper proposes four key factors which is Interests, the character of the leader, realty service enterprise brand and supervision mechanism that influence Residential property management marketability overflow, and three key factors which is cooperation mechanism, the leader’s quality and the enthusiasm residents participate in community affairs that influence public overflow of property management.Thirdly, this article builds the spillover effect model of residential property management based on the study of literature, collects the relevant data and Verifys that the property management has spilling effects to community management.Fourthly, this paper determines to use synthetical scored method to evaluate double properties spillover effect of property management based on document research. This paper designs and distributes the evaluation questionnaire, then uses SPSS17.0to calculate data, finally gets two basic conclusions:people feel further deep to public overflow of residential property management than to marketability overflow of property management; different identities have different feelings to double attributes spillover effects of residential property management, this can cause conflicts between realty service enterprise and government departments, and conflicts between realty service enterprise and the owners.Fifthly, this paper proposes solutions how to promote double properties spillover effect of residential property management. The solutions are correctly handling contradictions between residential property management marketability and residential property management publicity; Training and choosing leaders of high quality and high ability; Perfecting supervision mechanism of residential property management; And perfecting cooperation mechanism of residential property management.
