The iron and steel industry is an important pillar industry of China’s national economy,it is also the resources, energy, technology, capital-intensive industries. Besides, itcan guide the transfer of iron and steel industry and corporate restructuring. There is ofgreat significance to implement the state’s overall strategy to promote coordinated regionaldevelopment, promote the adjustment of industrial structure and upgrade, and achieve theChina’s industrialization and modernization.On the basis of the analysis of the status quo of world and China’s steel industry layout,combined with industrial location theory and the theory of eco-industrial, considered thesteel itself particularity and industrial development policies, this thesis constructedindicator system of coastal base of the layout of the steel industry, from natural resources,transportation, market demand, environmental capacity, human resources five aspects.In the choice of iron and steel bases, the thesis mainly from four aspects of the layoutplan of the nation’s coastal ports, coastal port cargo throughput, the steel industrydevelopment policy and the twelfth five year plan of steel industry. By analyzing, theauthors selected14coastal port cities.In this thesis, the principal component clusteranalysis is used to give a comprehensive evaluation, and the cities are divided intoadvantage area, good area and disadvantage area. Finally, the best location is Yingkou,Tangshan, Cangzhou, Rizhao, Yantai, Ningbo, Ningde, Zhanjiang and Fangchenggang.In order to ensure the smooth development of the iron and steel industrial base, thethesis analyzes the environment for development of nine iron and steel base, establisheddevelopment orientation, pointed out that the coastal iron and steel industrial base mainlyproduces low pollution, high-grade, high value-added products to meet local needs andexport. The thesis developed safeguards from technological innovation, resource protection,energy conservation, financing channels, infrastructure in order to address deficiencies andweaknesses of Iron and steel industrial base.
